  • Abstrak (max. 1600 huruf atau 250 kata): Russia’s aggression into Ukraine in February 2022 marked a fundamental change in Sweden’s security condition. It resulted in a shift of Sweden’s perception towards Russia as a dangerous threat to be considered. In response, Sweden needs to updated its security policy to be preventive of any threats to Sweden, and consider the risks of a prolonged and escalating Russia-Ukraine war. So that Sweden’s national security needs and interests can be fulfilled. Therefore, Sweden decided to join NATO membership with the aim that security guarantees could be achieved through the collective defense principle of NATO Article 5. However, Sweden’s accession process was blocked by two NATO member states, Turkey and Hungary because of their rejection of Sweden’s accession proposal to NATO. Because of that, this research aims to find out what efforts and steps were taken by Sweden in order to join The North Atlantic Treaty Organization (NATO). This research uses descriptive research methods with qualitative data analysis techniques. In helping to explain the problem of this research, the theory of securitization by Barry Buzan is used. Then to give a help for answer the research problem, the integrative negotiation concept by Thomas F. Burchill is also used. The results showed that in its accession efforts to NATO, Sweden has carried out three steps of integrative negotiation methods, firstly Sweden started with discussions and identification of problems between Sweden and Turkey and Hungary. After that, Sweden together with Turkey and Hungary tried to find out solutions that could solve the problem and fulfill the interests of each party. The solution was in the form of the Trilateral Memorandum agreed by Sweden and Turkey, as well as the provision of meetings and mediation by Sweden and Hungary.
