The purpose of the aid is to promote development in developed country. Turkey use ODA to give aid to Somalia since 1985, but the most significant increase are from 2011 to 2015. Somalia is a poor country filled with internal conflicts,Terrorist group, and famine disaster,also Somalia is not in direct border with Turkey unlike Syria, making Somalia less relevant to aid with, but Turkey increase the aid anyway. Using the type of descriptive research types. Data collection techniques used are library research techniques that are based on books and internet media through valid sites. The data analysis technique used is qualitative analysis techniques. The results of this study show that the activities carried out by IOM in dealing with human trafficking in NTT by providing education, socialization and persuading residents who are vulnerable to victims and who have been successful victims in reducing the number of victims of trafficking.

• Abstrak (max. 1600 huruf atau 250 kata): Taiwan is a country with the official name of the Republic of China (ROC) located in the East Asia region with a population of 23 million. But the Taiwan’s status is still status quo where Taiwan is not recognized by most countries in the world mainly because of its conflict with the People’s Republic of China. Each president of Taiwan has a different approach to nation building in shaping Taiwan’s national identity and its relationship status with China.The purpose of this research is to analyze the approach of nation building Taiwan during the reign of Ma Ying Jeou in 2008-2016. The research uses andescriptivemethod which data are taken from books, journals, websites, and valid news. The researcher uses a concept of nation bulding and constructivism.The results of this study indicate that there are two policies in the approach of nation building Taiwan during the reign of Ma Ying Jeou, namely Three No’s and New Middle Ground. Three Nos’ are the three principles of Taiwan during Ma Ying Jeou’s reign which are no unification, no independence, and no use of force with China. While the new middle ground is Taiwan’s policy to establish relations with China in the economic field to maintain the country’s economic stability.
