Using the theory of international organizations, ECOWAS, as an international organization, has the authority to respond to the coup in Guinea. International organizations can play a crucial role in addressing various types of conflicts, both internal and international. This research employs a descriptive research method, utilizing primary data sources through literature studies and qualitative data analysis techniques. ECOWAS’s responses include suspending Guinea’s membership, imposing sanctions on the military junta, and sending envoys to address the Guinea crisis. The findings indicate that, although ECOWAS’s responses and sanctions against the coup in Guinea in 2021 did not completely resolve the conflict, they helped de-escalate tensions and exert pressure on the military junta.

  • Abstrak (max. 1600 huruf atau 250 kata): In 1956-1964, Ethiopia planned to build a dam called the Grand Ethiopian Renaissance Dam (GERD). The aim of the GERD construction is economic development and domestic hydroelectric power generation, where the result of the electricity production is used to overcome the energy shortage in Ethiopia because more than 65 million Ethiopians do not have access to electricity. However, this planning was rejected by Egypt as a hegemonic country which saw GERD posed a threat to Egypt’s water supplies. Sudan also rejected this for the same reason, fear that the country’s water supply would decrease if the GERD was built and security concerns were also the reason Sudan refused. Egypt then took this issue to the UN because did not agree with Ethiopia’s idea on the grounds that the dam could endanger the country’s water supply. However, Ethiopia did not stop there and then did the same thing by saying that Ethiopia had no interest or legal obligation to ask for Egypt’s approval in filling the dam, so that in the end this became a dispute. This dispute was then attempted to be resolved through the Nile Basin Initiative (NBI) in 1999. However, these negotiations then failed and resulted in the suspension of Egypt and Sudan’s membership. then, in 2020 the African Union (AU) was involved in the dispute between the three countries, but the problem continued, marked by the absence of an agreement reached by the three countries. This shows that there are obstacles that occur as evidenced by the AU’s inability to resolve these disputes. To see these obstacles the author uses the international regime in her analysis.

  • Abstrak (max. 1600 huruf atau 250 kata): The relocation of the capital city of Indonesia, from Jakarta to East Kalimantan, presents new challenges in terms of security, particularly the threat of transnational crimes in the ALKI II zone. The national capital plays a vital role in any country, and with the relocation to East Kalimantan, the security of the region becomes crucial. There are potential threats, including transnational crimes in the ALKI II zone, which borders the future capital city. This issue must be a priority for the government in addressing the security concerns and safeguarding national security in the new capital. This can be examined through the concept of transnational crime threats as outlined by Barry Buzan in terms of non-traditional security, and Hans J. Morgenthau’s perspective on national security from the viewpoint of primary (vital) national interests. The research findings highlight that transnational crime threats in the ALKI II zone are non-traditional in nature, primarily because the focus is on non-state actors. Furthermore, the transnational crime routes in ALKI II encompass six major pathways, indicating that the zone serves as a potential entry point for various forms of transnational crime. Regarding the security of the new capital, the concept of “vital security” is applicable. If the capital of a country is not secure, the stability of the entire nation is at risk. Therefore, it is essential for the government to accelerate the development and implementation of satellite-based technologies, which are expected to be completed during Phase IV of the capital’s development, scheduled between 2035 and 2039.

  • Abstrak (max. 1600 huruf atau 250 kata): This research aims to analyze the reasons why the Ugandan government implemented the Anti-Homosexuality Law in 2023. The Ugandan Anti-homosexuality Law is a policy that has caused debate both domestically and internationally. This regulation makes same-sex relations a criminal offense and provides severe sanctions for those found to be engaging in homosexual activity. The controversial actions taken by the Ugandan government became a symbol of national pride and rejection of outside interference. However, on the other hand, it is under pressure from international and aid donors who often support human rights for LGBTQ+ minorities in Uganda. The method applied in this research is explanatory research, which relies on data sources from secondary data and primary data. Which was then studied using the Political Systems Theory approach by David Easton. The results of this research show that this law is not just a legal product that highlights the issue of homosexuality as a threat to Uganda’s cultural identity, but is also a populist strategy that aims to balance local conservative interests. Thus, the Ugandan government seeks to satisfy the demands of the people while maintaining the country’s sovereignty by rejecting foreign intervention in domestic affairs. The formulation of this policy is influenced by complex socio-political dynamics, international relations, and power dynamics at the national level. These findings provide a deeper understanding of the policy context and its implications for Ugandan society.

Penelitian ini bertujuan untuk menganalisis evaluasi implementasi dari kerjasama Indonesia dan Cina dibidang pariwisata 2018-2022. Penelitian ini menggunakan metode penelitian deskrptif dengan teknik pengumpulan data telaah Pustaka dan menggunakan jenis data sekunder. Teknik analisis data yang digunakan yakni teknik analisis kualitatif. Dalam penelitian ini, peneliti menggunakan teori evaluasi kebijakan dengan beberapa kriteria seperti efektifitas, efisiensi, kecukupan, kesamaan, responsivitas, dan ketetapan untuk mengukur keberhasilan suatu progam atau kebijakan publik dari kerjasama pariwisata. Hasil dari penelitian ini menunjukkan bahwa dari kerjasama antara Indonesia dan Cina dibidang pariwisata mengalami masalah-masalah dalam pelaksanaan kerjasama pariwisata yang diakibatkan oleh adanya Zero Fare Tour pada tahun 2013 hingga 2018 yang merugikan pariwisata Indonesia. Kemudian pada tahun 2019 hingga 2022 muncul masalah baru yaitu adanya covid-19 yang mengakibatkan segala aktivitas pariwisata dan perekonomian negara terhenti, sehingga hal tersebut berdampak pada kunjungan wisatawan mancanegara maupun wisatawan lokal, begitu juga dengan wisatawan dari Cina yang mengalami penurunan yang sangat rendah pada tahun 2019 hingga 2022. Dalam hal ini, ada dua faktor yang menjadi fokus pembahasan yang diambil oleh penulis, yakni implementasi kerjasama Indonesia dan Cina dibidang pariwisata, dan evaluasi dari kerjasama Indonesia dan Cina.

  • Abstrak (max. 1600 huruf atau 250 kata): The research entitled “Indonesian Goverments’s Efforts in Handing Plastic Wasted Imports”. This research conducts a study of the efforts made by the Indonesian government in handling plastic waste imports which surged in 2018. This spike was triggered by China’s National Sword Policy, namely the policy to stop importing waste so that waste trade flows had a significant impact on Indonesia. This research uses qualitative methods with descriptive research type. The research uses secondary data obtained using the library research method. These various methods are used to describe the Indonesian government’s efforts since the surge in plastic waste imports occurred in 2018. The results of the study show that the Indonesian Government’s efforts in handling plastic waste imports are the Implementation of the Basel Convention Ban Amendment through Permendag No. 92 of 2019. With this legal instrument, the government has formed a Waste Import Task Force and Surveyors who are responsible for controlling waste imports in Indonesia. In addition, clear laws are enforced for corporate actors who import waste. The second effort is to maximize the use of domestic waste.

  • Abstrak (max. 1600 huruf atau 250 kata): Djibouti is host to many foreign military installations belonging to the United States of America (USA), France, Japan, Italy, and recently, China due to its strategic geograpichal location. China became the fifth country to have military installations in Djibouti, after stationing the Chinese People’s Liberation Army Navy (PLAN) at the naval support base in 2017. The Deployment of the PLAN in Djibouti marks a significant geostrategic shift in regional and global security dynamics. To understand the implications, this research uses a qualitative method, based on primary and secondary data, using library research analysis technique, and uses Donald E. Neuchterlein’s concept of “national interest” to analyze the factors driving PLAN deployment in Djibouti, as well as its impact on China’s national interests, related regional and international actors. Through qualitative analysis, this study identifies that factors such as modernization of PLA, China’s maritime strategy, security conditions in Africa, China’s economic interests in Africa, and China’s ambition to balance USA and allied hegemony in Africa are the factors underlying the PLAN’s deployment in Djibouti. Therefore, this study highlights China’s increased military presence in strategic regions and increased protection of maritime trade routes. Moreover, the PLAN’s deployment in Djibouti also drew responses and concerns from regional and international actors, reflectiong the complexity of security dynamics in the region. This research aims to contribute to understanding, China’s role in regional geopolitics and its impact on the stability and national interests of related countries, particulary in relation to the PLA naval support base in Djibouti.
