- Abstrak (max. 1600 huruf atau 250 kata): This research aims to analyze the reasons why the Ugandan government implemented the Anti-Homosexuality Law in 2023. The Ugandan Anti-homosexuality Law is a policy that has caused debate both domestically and internationally. This regulation makes same-sex relations a criminal offense and provides severe sanctions for those found to be engaging in homosexual activity. The controversial actions taken by the Ugandan government became a symbol of national pride and rejection of outside interference. However, on the other hand, it is under pressure from international and aid donors who often support human rights for LGBTQ+ minorities in Uganda. The method applied in this research is explanatory research, which relies on data sources from secondary data and primary data. Which was then studied using the Political Systems Theory approach by David Easton. The results of this research show that this law is not just a legal product that highlights the issue of homosexuality as a threat to Uganda’s cultural identity, but is also a populist strategy that aims to balance local conservative interests. Thus, the Ugandan government seeks to satisfy the demands of the people while maintaining the country’s sovereignty by rejecting foreign intervention in domestic affairs. The formulation of this policy is influenced by complex socio-political dynamics, international relations, and power dynamics at the national level. These findings provide a deeper understanding of the policy context and its implications for Ugandan society.
