  • Abstrak (max. 1600 huruf atau 250 kata): Iran develop nuclear technology for peaceful purposes, but the United States and the European Union suspect that Iran uses nuclear for weapons purposes. The UN Security Council issued a resolution in 1737 and 1737 contained economic sanctions against Iran. The purpose of this study to find out why China and Russia not to use veto on UNSC Resolution 1737 and 1747, research method using explainative type of research, data types using the library reasearch and using qualitative analysis techniques. The results showed that the reason China and Russia as a permanent member of the UN Security Council did not use the veto because the resolution was an attempt of multilateral cooperation to maintain international peace and security, Iran is no transparency on the information to the IAEA it continue its nuclear technology, and the two countries are not want to use article 42 of the United Nations charter. through the UN Security Council, China and Russia carry out its role to maintain international peace and security with the issuance of resolution 1737 and resolution 1747.
