  • Abstrak (max. 1600 huruf atau 250 kata): This study aims to examine the important role of ASEAN Centre For Public Health Emergencies and Emerging Diseases in tackling HIV/AIDS in Thailand, using a qualitative case study research method and relying on secondary data sources for data collection. Then, this thesis uses the concept of international organizations. Research reveals that ACPHEED has a role as an instrument for Thailand, namely in easing the budget burden for HIV/AIDS, making it easier for Thailand to achieve the 95-95-95 strategy target, increasing Thailand’s health capacity, and become an instrument for policy development. ACPHEED also acts as an arena/forum by providing space for Australia and Thailand to interact so that Thailand gets financial assistance in the health sector, and ACPHEED has not fulfilled its role as an independent actor. Even though ACPHEED has many roles, however there are obstacles faced, namely stigma and discrimination against people with HIV/AIDS (PLWHA), policy that legalizes same-sex marriage in Thailand, and the lack of compliance of PLWHA in using ARV drugs.
