- Abstrak (max. 1600 huruf atau 250 kata): The Research aims to identify the obstacles in resolving the territorial dispute over the Southern Kuril Islands. The author designed the research using qualitative data from both primary and secondary sources, analyzed through descriptive research methods to effectively address the research questions. The findings indicate that the impediments in this territorial conflict include the issue not being brought to arbitration and the involvement of foreign parties. Additional factors were identified upon further examination from the countries’ perspectives and their populations: differences in the basis of claims, national interests such as the contest for natural resources, and a sense of ownership by the respective communities in both countries. These factors contribute to the unresolved territorial dispute between Japan and Russia over the Southern Kurils.
