This problem will be analyzed using the concept of sister city and paradiplomatic to analyze the cooperation of sister city Jakarta Berlin in the field of culture and produce some cultural exchanges conducted in the second place of the city. Forms of cultural exchange is to make an art performance which is displayed one of the performances are the Jakarta-Berlin Arts Festival, Berlin X Jakata-Urban Art Project and JERIN festival.
