  • Abstrak (max. 1600 huruf atau 250 kata): Breast cancer and cervical cancer are two diseases with the highest incidence among women globally, including in Indonesia. In 2012, the incidence of breast cancer reached 40 per 100,000 women, and cervical cancer was at 17 per 100,000 women. The annual increase in cases has become a serious concern, prompting the Indonesian government to utilize the MAMPU program, which is a grant from Australia, to address these issues. The organization ‘Aisyiyah was appointed as the program partner and responsible for addressing both diseases. ‘Aisyiyah operates in six provinces: East Java, West Java, Central Java, West Kalimantan (which had the highest prevalence of cancer in 2012), as well as West Sulawesi and South Sulawesi, chosen due to their low healthcare facility numbers. However, after eight years of implementation until 2020, the number of breast and cervical cancer cases continues to increase significantly. Therefore, this research aims to indetify the barriers faced by ‘Aisyiyah in the implementation of the program, particularly in reducing the incidence of breast and cervical cancer. The study employs the theory of international cooperation to analyze the relationship between the two countries in this collaboration. Additionally, the theory of program implementation is used to examine how ‘Aisyiyah runs the program and what obstacles hinder its effective implementation. The research uses a descriptive research method with both primary and secondary data, collected through literature review techniques. The resulst indicate internal and external barriers. Internal factors include complex regulations, limited healthcare facilities, human resources, and insufficient coordination between instutions. On the other hand, external factors involve a lack of public knowledge, societal stigma, and the impact of the COVID-19 pandemic,
