- Abstrak (max. 1600 huruf atau 250 kata): In recent times, border areas have become regions that need development and empowerment. These areas are considered strategic due to their potential for trade transactions and international cooperation with neighboring countries. Border regions also often possess natural resources that can support their development. Border tourism is one promising opportunity that can be developed in these regions, such as the cross-border tourism initiative established in Lumbis Pansiangan District, North Kalimantan Province. Lumbis Pansiangan, which borders the neighboring country of Malaysia, specifically the Salungun/Pagalungan area of Sabah, holds natural potential such as waterfalls, rivers, and unique rock formations, which are complemented by the sport of river rafting. Based on these potentials, the Gerakan Pembangunan Pariwisata Riam/Jeram (Gerbang Satria) or the Rapids Tourism Development Movement was established, with the aim of enhancing development and improving the well-being of the local community. However, the promising potential of this area faces challenges due to its underdeveloped and isolated condition. This study aims to explore the development process of the Lumbis Pansiangan border region through border tourism. A descriptive research method with qualitative data analysis techniques is employed. The study is also supported by the concepts of border tourism from Marius Mayer and economic development from Amartya Sen. The findings indicate that the Gerbang Satria border tourism initiative has had a significant impact on the development of Lumbis Pansiangan District. This is demonstrated by the fulfillment of the three core values of economic development: the local community has been able to meet their basic needs, become self-sufficient and knowledgeable, and have the freedom to make choices in various aspects of life.
