- Abstrak (max. 1600 huruf atau 250 kata): This study aims to find out the causes and how Indonesia can fail to become a member of ICAO Council. The type of research used is descriptive research that seeks to explain why Indonesia failed to become a member of the ICAO Council. The data presented in this study are secondary data obtained from literature and various books, internet, journals and magazines as well as information and other media that are closely related to the problem under study which then uses International Regime Theory in analyzing these problems. The results of this study indicate that are several factors that have caused Indonesia to fail as a member of ICAO council. External factors and Internal factors are two factors that greatly influence why Indonesia has failed five times in a row. This research can also show that what factors are causing the failure of Indonesia to become a member of the ICAO council.
