In this research the authors use the concept of human security and bilateral cooperation concepts that are used to perform the analysis in this research. جون هولدينغ Data analysis technique used is qualitative analysis. ترتيب البوكر The results of this research described that to overcomethe crisis of clean water that occurs and which threaten life the people of Special Region of Yogyakarta conducted in Kulon Progo Regency and Gunungkidul Regency, Indonesian government conduct bilateral cooperation with Hungary in the form of SPAM IKK development programme, which is Hungary provides loan funds to Indonesia and Indonesia get transfer of modern technology and water treatment equipment from Hungary in this cooperation
