- Abstrak (max. 1600 huruf atau 250 kata): Strategic Investment Action Plan (SIAP) in one of cooperation programs between Japan and Indonesia who agreed by the highest officials of the both countries in 2005. The purpose of this study was to describe the implementation of SIAP to competitiveness Small and Medium Enterprises (SMEs) especially automotive components. Type of research where the author tries to describe Japan investment in Indonesia trough social economy, like as how to development SMEs automotive components and develop the human resources including in West Java. The data used in the research are primer and secondary data. The analysis of qualitative technique is used to analyze the data. The result showed that at 2014 the program SIAP most have been implemented by the governments (Ministry of Industry, Ministry of Trade and related parties), the private sectors, and the persons of SMEs to the development automotive components with small and medium scale in West Java, that be able contend in local and international markets. This is evident from the various types of training and workshops conducted to staff / employstructural, the private sectors and perpetrators SMEs automotive components.
