  • Abstrak (max. 1600 huruf atau 250 kata): Corruption in Georgia occured in all aspects of Government’s system. During the leadership of Shevardnadze, Georgian’s standard of living is very low. Government’s ability to collect taxes also weakened after the collapse of the USSR, which resulted in the inability of the government to fix the infrastructure. High level of corruption in Georgia caused by the impunity system that Shevardnadze imposed during his reign. After the Rose Revolution in 2003, Mikheil Saakhashvili emerged with renewed strength in the government to combat corruption. And the result placed Georgia as the fastest-fighting state corruption in years 2003-2009. The research showed, the Georgia’s government efforts to overcome corruption post the Rose Revolution 2003 reached by internal efforts in the form of policy strategic reforms making in the Tax Institution, Police, Education , and Energy. The next step was the establishment of the National Anti- Corruption Strategy. While the external efforts of the Government of Georgia is signing a cooperation agreement with some International Organizations.
