• 4. Description [Abstrak] : This study aims to analyze the barriers of coorperation between the government of Indonesia and FAO in running food security program in East Nusa Tenggara. This type of research is desctiptive where the author tries to explain food problem in NTT as well as influencing factors. The data presented are secondary data obtained through library (library research) sourced from books, journals and internet. Data analysis technique used is qualitative analysis technique. The results of the study indicate that the barriers of food security programs of Indonesia-FAO cooperation in East Nusa Tenggara are climate and environmental factors, human resources, poverty, education level, capital from both government and foreign investors, access to decent work and other factors.

• Abstrak (max. 1600 huruf atau 250 kata):Since the global economic crisis hit the Euro Zone, the domestic economic activity of Ireland has declined due to unstable property market. The result is a financial crisis in the form of budget deficit and an increasing rate of inflation. This situation forced the European Central Bank to take efforts in handling the Ireland financial crisis. According to the concept of monetary policy by Aulia Pohan, in achieving the balance of economic growth, price stability, equity of development and balance of payments. This achievement can be done by applying monetary policy indicators, such as controlling interest rates and controlling the currency in circulation. This Research shows the European Central Bank’s efforts in handling the Ireland financial crisis of 2009 in two ways, the interest rate of the currency control and the currency in circulation control. In terms of the interest rate of the currency control,European Central Bank raised and lowered the interest rate of the Euro based on Ireland’s economic conditions. While the currency in circulation control, the European Central Bank implements monetary policy which is a moral persuasion in the form of bailout funds and open market operations by buying Irelend bonds.

This study aims to determine the efforts of Indonesian government in resolving land border problems in Sebatik Island. The study methods used in this thesis is analytic descriptive type. Techniques of collecting data using literature or reference studies, and the type of data using secondary data and analytical technique using qualitative analysis.The result of this research indicates that in resolvingland border problems in Sebatik Island, the efforts made by the Indonesia government are form a joint working group and MoU, Strengthening human resource capacity, increased access and the role of community support also land border management pattern such as delimitation and demarcation.

• Abstrak (max. 1600 huruf atau 250 kata): The Japanese government under the leadership of Shinzo Abe, issued a set of policies namely Abenomics. The purpose of this research was to find out and to analyze the implementation of Abenomics policy as well as obstacle and support factors of Abenomics policy. This research used qualitative methods and used the concept of policy implementation, macroeconomic concept and theory of political system to perform the analysis in this research. The result of the implementation of Abenomics policy for monetary policy and structural reform has been achieved, namely achievement of 2% inflation growth and increasing participation of female workers and agriculture reform while for fiscal policy, 10% consumption tax increase still not achieved . For the obstacle factors of this policy can be seen in the diversity of the behavior of the target groups, the attitudes of the target groups and social conditions while the supporting factors can be seen in political and public support, recruitment and commitment and the ability of executing officials, clarity and consistency as well as funding sources, formal access for public and technological conditions.

• Abstrak (max. 1600 huruf atau 250 kata): Indian Ocean Tuna Comission (IOTC) is an intergovernmental organization established by The Food and Agriculture Organization (FAO) on 25 November 1993, this organization has the mandate to responsible for the management of tuna and tuna-like species in the Indian Ocean. The purpose of this study is to know how the the role and constraints IOTC in addressing management of tuna resources and solves the problems such as IUU (illegal, unreported, and unregulated) Fishing and overfishing in Indian Ocean (2012-2017), through IOTC as initiator and facilitator. This study is a qualitative research. It uses the library research method by taking the data from books, journals, articles and the internet. As the commission, IOTC agreed to undertake review of its performance since its inception in 1996, through an evaluation process aimed at identifying weaknesses and gaps in its structure and necessary actions to improve its effectiveness and efficiency in fulfilling its mandate. Until now, The Commission consisting of Many Resolutions as follows such as on port state measures to prevent, deter and eliminate illegal, unreported and unregulated fishing and working Party on the Implementation of Conservation and Management Measures.

The purpose from this research is to explain about the reason why European Court canceled the Safe Harbor agreement.
