It happens for many reasons, among them: a patriarchal culture that is still developing, liquor is circulated widely, low female education and so they can not speak in a good word, and the lack of victim service agencies violence in Papua. These matters make the Indonesian government to act for reducing violence against women with admission to the Convention on the Elimination of All Forms of Discriminations Againts Women (CEDAW). عمر سيرجيو راموس CEDAW is the Convention on the elimination of all forms of violence against women which was adopted by the UN on December 19, 1979 and is valid as a treaty on 3 December 1981. كبار الشخصيات CEDAW is the based for realizing equality between women and men through ensuring access and equal opportunities in economic life, politics, education, health and employment.   • Abstrak (max. 1600 huruf atau 250 kata): The Arrival of Illegal immigrants from Middle East to Australia increased every year, so the military unit is formed to manage and curb immigrant at the border sea of Australia. While Australia in crisis infrastructure and public service to manage a growing population. The aim of this study is to explain factors and background which explains Australis’s Policy to determine the form of OSB, that Operation Sovereign Borders. This problem is analyzed by using decision making theory. The type of research that used by author is explanatory, the data presented are secondary which obtained by library research and the data analysis technique used is qualitative. The Results of this research indicated that the factors which led Australia’s policy in Operation Sovereign Borders (OSB) was based on internal and external factors is rated effectively to reduce illegal immigrants in the year 2013-2015. The internal factor is claim of Australian society to make hard policy on arrival immigrant because it will be able to undermine stability of economic, social, and security in Australia, and national interest of Australia, such as maintaining the sovereignity of the national borders. The externa; factor is the international respons to OSB implementation by Tony Abbott government.

The result of this research showed there’s any interests who wanted to achived by the Russian government in political asylum given to Snowden. This type of research is descriptive which describes the cause of Middle Sebatik community went to Tawau and Nunukan regency government’s efforts in tackling the tendency of society Middle Sebatik treatment to Tawau Malaysia. Presented data are the primary data obtained through interviews, documents, and documentation as well as secondary data obtained from electronic media, books, and resources gained from media internet. The results showed that the focus of Indonesia – Japan cooperation in the field of defense is maritime security cooperations. Writers using descriptive method. The problem will be analysis by using Regional Security Complex Theory to analysis the cooperation between Indonesia and Japan in the defense field in the maritime sector defense on 2015-2020. The results showed that the focus of Indonesia – Japan cooperation in the field of defense is maritime security cooperation, industrial cooperation maritime. The cooperation is realized with the cooperation of three programs, namely: First, Improving Maritime Industrial Services to develop efforts in the field of maritime services industry in the two sectors, namely the fields of fisheries and tourism. Second, the Defend Forces Modernization Sea to modernize defense equipment owned by Indonesia and improve maritime security defense modernization Indonesia, it can be seen by the number of Indonesian military forces were built in the border region. Third, Strengthening Maritime Security Cooperation to conduct joint training cooperation and exchange of information between the Military Personnel of the Navy (AL) and the Japan Maritime Self Defense Forces (JMSDF).
