  • Abstrak (max. 1600 huruf atau 250 kata): Hamburger Hafen und Logistik Aktiengesellschaft (HHLA) and COSCO Shipping Ports Limited (CSPL) signed an agreement about CSPL’s investment in container terminal tollerort at the port of Hamburg. The investment sparked widespread opposition from the german government and thrown into full doubt again about its approval after the container terminal tollerort was classified as vital infrastructure. The investment raised questions because Germany stated that it was trying to reject China’s involvement in Germany’s vital infrastructure and the agreement was not in accordance with the german FDI law regarding vital infrastructure. Based on that, this research aims to find out the reasons why Germany approved COSCO’s investment in the terminal. The research method used is explanatory research with qualitative method analysis techniques. William D.Coplin’s decision making theory is used to answer the problem question in this research. The results of this research show that Germany’s reasons for approving COSCO’s investment in the tollerort container terminal are influenced by 3 determinants in foreign decision making. The international context factors show that there is a competition between ports in the North Sea Region. The Port of Hamburg as one of the ports located in the North Sea Region has to compete with the port of Rotterdam and Antwerp. Then, close business relations between China and Germany were also one of the reasons Germany agreed to the Investment. Also, the changes in global Foreign Direct Investment caused a decline in foreign investors’ interest in investing. The political domestic factor it was found that bureaucratic influencers and Germany investment law played a major role with the approval of the investment. The economic conditions factor show that there’s a decline in FDI in Germany and COSCO investment could act as a trigger for other foreign investment to enter Germany.
