This research used descriptive type of research to describe the effort of AICHR establishing human rights in ASEAN region. The research has using secondary data that obtainded review of many literatures like books, internet, and any other sources. The analysis technique used is the literature study or Library Research Studies.The result of this research shown that AICHR still dealing time to explore and prepare for more legal instruments related to human rights violations. Nevertheless, the presence of AICHR have proved that ASEAN also concerned about the issue of human rights violation and can be regarded as proving to the world that the ASEAN region have a regional human rights courts and of course it took a long time to realize it.

  • Abstrak (max. 1600 huruf atau 250 kata): There are two purposes of this paper are, firstly, to identify the obstacles of Qatar National Vision 2030 Policy Implementation that impacts the increase of carbon footprint, and the secondly to analize the respons from government of Qatar in reducing these obstacles. This paper using qualitative research method, with descriptive analytic, which describe the factors that caused obstacle in Qatar National Vision 2030 Policy Implementation and then try to analize the respons and effort of Qatar Government in reducing that factor. The data shows that there were several obstacles in QNV2030 Implementation. On internal sector (1) Geographical Conditions, (2) The difference of Qatar economy system and QNV programs, (3) Social System, (4) Insufficient commitment period, (5) Lack of Communication and Coordination in Conservation Program. The external factor caused by (1) The existences of Joint Venture, (2) Prestige and Qatar carrier orientation in International Cooperation, (3) Qatar position in OPEC. In respons the obstacles, there were several Government efforts. On internal effort (1) Enhance society awareness through environtmental campaign, (2) Establish the Research Centre, (3) Maximilize eco-system, (4)Prioritizing Non-hidrocarbon sectors, (5)Establish Green Building, (6)Advance Mass Transit Option,(7) Establish the Environtmental Assesment. The external effort was negotiate in recently meeting of UNFCCC CoP-18 that held in Doha.

Implementation of a string of pearls strategy China is through a Assertive diplomatic approach with oil belt of the country, to an agreement of cooperation agreements and maximize giving of development assistance in the development of foreign bases, as one Chinese instrument in keeping the sea lines of Communications along the pathway at the string of pearls line. That passes which Gwadar port (Pakistan), Hambantota port (Sri Lanka), Chittagong port (Bangladesh), Sittwe port (Myanmar), signal intelligence facilities in the Coco Island (Myanmar), Kra Canal (Thailand), Kyaukphyu port (Burma), the military bases (Marao, Maldives), underground pipeline in Islamabad and the Karakoram Highway to Kashgar Xinjiang, and the Port of Sihanoukville (Cambodia). Then China put the Blue Water Navy and PLAN (People Liberation Army Nation) and indirectly China capable of developing to secure supply of oil and defense as well as developing its military power with Blue Water Navy,in the Indian Ocean region.

    WHO by FCTC, is the impact of tobacco control policies are influenced by several factors, including health, economics, and law. These factors interplay in the formation of the FCTC. Health factor is the most important factor in the formation of this policy. The high prevalence of smokers in the world, male and female adult smokers and smokers, especially teenagers and children. Economic factors also greatly affect this policy, related to the burden of illness and death by cigarette. While legal factors, the treaty provides the legal basis and regardless to human right of this members.
    Indonesian government’s decision on the FCTC, more on economic factors base, social and cultural community. Economic factors are the main factors for closely related to poverty, and unemployment in the country. Social factors associated with employment, entrepreneur, farmer and tobacco merchant. While the cultural factor is the legacy that Indonesia especially clove.

To overcome it not possible for a Member State expects full support from other countries. ASEAN also has no special forces to help manage these issues and maintaining regional security, so that ASEAN does not guarantee the national security of every country members. With that each member state requires a powerful military force in order to anticipate security threats and in order to create a national security. To create a capable military force every state did increase in the military budget that is used to strengthen military capabilities. Increased military capabilities is intended to maintain the territorial integrity and national security. In addition to creating a safe area with deterrence strategy, which requires a large military force. But it makes other countries look to be a security threat to the country to regional security, then any further encourage countries to further increase its military strength in terms of quantity and quality that could lead to an arms race in the region and will become a new regional threat.

The programs are BOOST (Building On Opportunities to Strengthen Tourism), micro site and city brand “Your Singapore” and also has opened representative offices of STB in many countries in this case is in Indonesia. The results of this research are there has been an increasing number in tourist arrivals from Indonesia and also Singapore received many awards for tourism industry. It indicates that STB has been succees to manage tourism industry sector.

The opinion arises due to the decrease of the Indonesian national team achievements, policies to ISL players and foreign players career death in Indonesia. In this study also discusses the Indonesian government’s efforts in improving the image of the national football internationally through cultural diplomacy approach. The efforts taken from the internal and external sides.

  • Abstrak (max. 1600 huruf atau 250 kata): WWF as international organizations enganged in the protection or conservation of biodiversity and natural resources in implementing its work program Tesso Nilo National Park are concerned with environmental issues, especially the extinction of elephants. Based on this situation, WWF Indonesia – Riau Elephant Conservation make elephant rescue strategy in Tesso Nilo National Park. Tesso Nilo is a 86,932 hectare Nation Park reserve for Sumatran elephant (Elephas maximus sumatranus Temminck) natural habitat. In addition to wild elephants, the area is also the place for elephants from the Elephant Training Center. In general, the population of the Sumatran elephants have been decreasing annually due to less habitat for them as the change in land use for settlements and non forestry developments continue. Habitat factor is one of the most important aspects in Nation Park management. Therefore, a good strategy pof Sumatran elephant conservation at the Tesso Nilo Nation Park Reserve according to the habitat carrying capacity is necessary.

  • Abstrak (max. 1600 huruf atau 250 kata): The financial crisis that occurred in Ireland externally originated in 2008 when the global economy faced severe pressure from Europe’s financial crisis after financial crisis posed by the United States. Europe’s financial crisis originated from the larger government budget deficits in the regional countries, especially European countries, namely the first layer of Greece, Ireland, and Portugal. Internal factors in the financial crisis of Ireland, starting from the state government budget deficit is getting bigger and broader than GDP. With substantial losses on sovereign debt continued in business loans that are not controlled for national property sector growth is not guaranteed, and should be petrified government debt from the banks involved in the management of a bank failure. Irish government policy in minimizing the financial crisis successfully and were able to reduce the budget deficit to 10.1 % of GDP, and in 2011 Ireland’s economic growth increased from -0.4 % in 2010 and increased in 2011 to 0.4 %.
