Design of this research is descriptive. The data that has displayed is seconder data which obtained through literature studies such as books, internet and the others. The analysis of data that had been used was content analysis technique. The result of this research shows that application process of green economy has successful indicator with the area using and transportation planning, to coordinate and to integrate regional public transportation, to promote bike as transportation, to limit car using and to push the citizen participation in every process in economy development in Germany. The policy of Germany Green Growth had became important design for surroundings innovation and the appear of friendly surrounding things internationally which competitive and good, especially it was caused by development of other renewable sources, pushed by feed-in-tariff system that guaranteed other renewable with very good sell value and preferential.

The aim of this study was to explain and describe about the reason of Russian rejection towards resolutions draft of UN Security Council of Syria punishment.   • Abstrak (max. 1600 huruf atau 250 kata): Global climate change becomes a very serious problem and requires special attention from all sides. The consequences of global climate change may threaten the survival of life on earth as a whole in the future. Referring to the problem, in 1994, the UN set up a cooperation forum known as the United Nations Framework Convention on Climate Change (UNFCCC). The UNFCCC is an international cooperation forum that discusses the handling of the problem of global climate change. Through this forum in COP3, it enters into an agreement in 1997 in Kyoto, Japan aims to organize and bind developed countries (Annex I) and developing countries (Annex II) to reducing emission levels collective. This agreement is called the Kyoto Protocol with three flexible mechanisms, namely JI, ET and CDM. One of the countries that must reduce the level of emissions is the country of Japan. Japan included in the category of Annex I have an obligation to reduce emissions by 6 percent in the country’s at first period (2008-2012). Japan using CDM scheme to reduce greenhouse gas emissions, who will cooperate between Annex I and Annex II. In this case Japan cooperate with China to reduce greenhouse gas emissions. This study discusses how the implementation of policy to reduce greenhouse gas emissions of Japan and Japan’s CDM policies limiting factor.

These results indicate that the momentum in addressing the ASEAN Economic Community in 2015, Mulawarman University seeks to improve the quality of education in order to become a World Class University through the implementation of partnership programs with universities in Southeast Asia.
