These areas are considered strategic due to their potential for trade transactions and international cooperation with neighboring countries. Border regions also often possess natural resources that can support their development. Border tourism is one promising opportunity that can be developed in these regions, such as the cross-border tourism initiative established in Lumbis Pansiangan District, North Kalimantan Province. Lumbis Pansiangan, which borders the neighboring country of Malaysia, specifically the Salungun/Pagalungan area of Sabah, holds natural potential such as waterfalls, rivers, and unique rock formations, which are complemented by the sport of river rafting. Based on these potentials, the Gerakan Pembangunan Pariwisata Riam/Jeram (Gerbang Satria) or the Rapids Tourism Development Movement was established, with the aim of enhancing development and improving the well-being of the local community. However, the promising potential of this area faces challenges due to its underdeveloped and isolated condition. This study aims to explore the development process of the Lumbis Pansiangan border region through border tourism. A descriptive research method with qualitative data analysis techniques is employed. The study is also supported by the concepts of border tourism from Marius Mayer and economic development from Amartya Sen. The findings indicate that the Gerbang Satria border tourism initiative has had a significant impact on the development of Lumbis Pansiangan District. This is demonstrated by the fulfillment of the three core values of economic development: the local community has been able to meet their basic needs, become self-sufficient and knowledgeable, and have the freedom to make choices in various aspects of life.

  • Abstrak (max. 1600 huruf atau 250 kata): This study aims to determine the efforts made by ASEAN in overcoming the problem of piracy that occurs in the Malacca Strait, especially in the period 2015 to 2020. This study is a descriptive study with the focus of this study is how ASEAN’s efforts in overcoming piracy in the Malacca Strait region in 2015-2020. The data collection technique used is data collection through literature review. The data analysis technique used in this study is quantitative analysis. This study uses the concept of regionalism to see how countries in the Southeast Asian region cooperate regarding the problem of piracy in the Malacca Strait. This study also uses Transnational Organized Crime (TOC Transnational Organized Crime (TOC) to analyze the issue of piracy as a non-traditional security threat issue, to define organized criminal groups as groups that work outside the boundaries of a nation state, interconnected and create criminal networks. Based on the results of the study, it can be seen that ASEAN has made several efforts to overcome the problem of piracy in the Malacca Strait region, this is done because the threat of piracy causes losses for users of the Malacca Strait route. During the period 2015-2020 ASEAN itself has made various efforts to overcome the problem of piracy in the Malacca Strait region. With this effort, it has succeeded in reducing piracy in the region, but the threat of piracy in the region cannot be completely eliminated and ASEAN must remain vigilant against the threat of piracy in the waters of the Malacca Strait.

  • Abstrak (max. 1600 huruf atau 250 kata): The United States proposed an extension of the arms embargo to the UN Security Council against Iran. However, this was rejected by the Security Council because Iran was considered to be in compliance with the JCPOA agreement.This research aims to explain the reasons why the United States proposed an extension of the arms embargo to the UN Security Council against Iran in 2020. The extension of the sanctions against Iran was based on U.S. accusations that Iran supports terrorist groups in the Middle East, including those in Yemen and Syria. Therefore, if the embargo is lifted, Iran would be free to supply weapons, potentially extending conflicts in Venezuela, Syria, and Afghanistan. The type of research used in this study is explanatory, employing data collection techniques through literature review. The data analysis technique used is qualitative analysis. The theory applied is the national interest theory by Donald E. Nuechterlein. The results of this study indicate that the U.S. reasons for proposing the extension of the arms embargo against Iran are based on four aspects of national interest: defense of homeland, economic well-being, favorable world order, and promotion of values. The U.S. justification for the extension from the defense of homeland aspect is a strategy to protect the U.S. homeland. In terms of economic well-being, the U.S. proposed the embargo extension as an effort to prevent threats from Iran’s arms industry, which could intersect with U.S. markets. Regarding the favorable world order aspect, the U.S. aimed to maintain its supremacy in the Middle East. Lastly, in terms of the promotion of values, the U.S. sought to preserve the stability of its ideology, particularly in the Middle East region.

  • Abstrak (max. 1600 huruf atau 250 kata): This study aims to understand and evaluate the strategies and efforts that have been made by Indonesia in increasing coffee exports to Australia through the IA-CEPA cooperation framework. This study uses a qualitative method by analyzing secondary data from various relevant sources, including trade reports, export statistics, and related publications. By using the concept of strategy to conduct the analysis, the findings of this study reveal that efforts to increase Indonesian coffee exports are carried out through two main approaches. First, from the internal side, Indonesia is trying to improve the quality of coffee through various improvement programs in the agricultural, processing, and distribution sectors. Second, from the external side, Indonesia promotes coffee in the Australian market, including participating in various trade exhibitions and other promotional activities to increase awareness and demand for Indonesian coffee. However, although various efforts have been made, the results of the study show that these efforts have not had a significant impact on increasing coffee exports to Australia. Statistical data actually shows a decline in Indonesian coffee exports to Australia since the implementation of IA-CEPA. This decline indicates that there are challenges that have not been overcome in utilizing the IA-CEPA framework to encourage coffee exports. Therefore, this study suggests an in-depth evaluation of the strategies used and identification of barriers that may hinder export growth, in order to maximize the potential offered by IA-CEPA.

The type of research is descriptive qualitative. The focus of this research uses securitization theory, namely four non-traditional security indicators, namely Referent Objects (objects that are threatened or protected), Securitizing Actors (actors involved in securitization efforts), Speech Act (Actors who will do issue framing), Audience (targets of actors to determine the success of a securitization) and factors that support the extinction of Mahakam dolphins. With the data analysis model used, namely the Miles and Huberman model. Based on the results of the research, it can be seen that non-traditional security is a security that will threaten many sectors, including environmental security which if it continues to occur will cause the killing of a species and if left unchecked will damage the ecosystem and the extinction of other animals or fauna that that will threaten human security. The Mahakam dolphin extinction issue itself, which departed from a non-security issue, became a security issue because of this. So, there needs to be action from the actors to be able to prevent these threats in the future.

Several countries in the Middle East, such as Jordan, Israel, and Palestine, are countries that geographically share a common area including the Jordan River, mountains, the Dead Sea and coastal aquifers. The water scarcity that occurred then had the most impact on Palestine as a country that is still not fully sovereign due to the occupation carried out by Israel. Until now, Palestine has experienced water scarcity as a result of the conflict with Israel. The consumption and water supply needs obtained by Palestine have experienced a deficit and an effort is needed to overcome this. As a result of the water conflict that caused Palestine to experience water scarcity, in 1994 EcoPeace Middle East was founded, a non-profit organization as an effort for Arab-Israeli peace. Eco Peace Middle East unites Jordanian, Palestinian and Israeli environmental activists. The general goal of EcoPeace Middle East is to advance sustainable development and peace to unite the environment between Jordan, Palestine and Israel. EcoPeace Middle East centers are spread across several regions, namely Amman, Bethlehem and Tel-Aviv. This organization has the main goal of working together to protect the common environment and to advance regional development in order to achieve lasting peace in the Jordan, Palestine and Israel regions. Ecopeace Middle East is part of the effort to resolve the Arab-Israeli conflict, but is specifically expected to address water scarcity in Palestine. From 2001 Ecopeace Middle East has already done some efforts like Good Water Neighbors (GWN) to overcome water scarcity. But still, it’s effort doesn’t work effective cause Palestine still has the worst water scarcity than others country. This is because as a country that is still vulnerable and does not yet have full sovereignty, Palestine needs a sustainable solution with the help of other countries. Ecopeace Middle East is making other efforts to address the water scarcity that is still occurring, especially in Palestine. In 2017 to 2020, there were several efforts such as the rehabilitation of the Jordan River, Water-Energy Nexus and ongoing education carried out by Ecopeace Middle in addressing the issue of water scarcity, one of which was for Palestine.

However, in 2020 the Covid-19 outbreak began to enter Indonesia, paralyzing the tourism industry sector by up to 50%. The paralysis of the sector that contributes the largest foreign exchange requires a solution, one of which is cooperation between Indonesia and Australia. Having established diplomatic relations since 1945 and having geographical proximity provides its own strategic value for cooperation between Indonesia and Australia. In practice, GDP in Australia relies on the tourism, education and financial sectors. Therefore, to align goals, Indonesia and Australia then worked together through the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA). Through this collaboration, the two countries increase their global competitiveness by investing widely in various fields over a long period of time. The focus of the collaboration is to attract Australian investors in the Australian Tourism Industry for economic recovery for both parties as a result of the Covid-19 outbreak. In this research, the type of research used by the author is descriptive research which will describe Australia’s investment in collaboration with Indonesia through IA-CEPA as an effort to develop Labuan Bajo tourism. The type of data in this research is secondary data using literature study data collection techniques. For data analysis techniques, the author uses qualitative techniques in answering research questions. The focus of this research is how’s the impact of investment on developing tourism potential in Labuan Bajo, Komodo District, West Manggarai Regency, East Nusa Tenggara Province in 2021-2023. The research focus on Labuan Bajo is due to several problems such as inadequate road access, unprofessional human resources managing it, fairly limited drinking water sources, land that is known for illegal trade and poor waste management. The theory used by the author is Foreign Direct Investment (FDI) and tourism development. The results of the research illustrate that the investment made in developing Labuan Bajo tourism through IA-CEPA has provided results such as the construction of seventeen areas of work to support the Labuan Bajo Super Priority Tourism Destination Program (DPSP), where this work includes work on improving roads for tourism, sidewalks, Drainage, Geometric Road Improvements, Road Construction, Road Preservation, Roundabout Construction to go to Golomori, Additional Vegetation Planting and Arrangement of the Komodo Airport Median.

However, South Korea announced to cancel the agreement in August 2019. This research aims to explain the reasons why South Korea canceled the GSOMIA intelligence pact in 2019. The approach used by the author in compiling this research is qualitative with an explanatory research focus. In this research, the author uses the setting concept from Decision Making Theory by Snyder, Richard C, H.W Bruck, and Burton Sapin. The results of this research are South Korea’s reciprocal response to restrictions on semiconductor materials and Japan’s rejection of the South Korean Supreme Court decision.

  • Abstrak (max. 1600 huruf atau 250 kata): The Transportation sector is one of the largest contributors to greenhouse gas emissions that cause climate change, which are produced through vehicle exhaust gases. As an actor involved in the Paris Climate Agreement, the Government of Indonesia mitigates climate change, one of which is in the railroad sector. Climate change mitigation is carried out with the aim of reducing the number of private vehicle use which is the main source of emission in the transportation sector, especially land transportation by developing the development of railways as mass transportation. The government makes efforts to mitigate climate change by making adjustments to national development planning. Referring to the Minister of Transportation Regulation Km. 8 Year 2023, the Government conducts 2 (two) categories of mitigation in the railway sector, namely energy efficiency and utilization of new renewable energy (EBT). This category is reiterated in mitigation actions, namely the use of rail-based mass transportation, the use of solar-powered street lighting, Solar Power Plants (PLTS) on railway infrastructure or infrastructure, and the use of alternative fuels in railway facilities.
