- Abstrak (max. 1600 huruf atau 250 kata): This study aims to analyze the attitudes of Indian abstentions towards international arms trade agreements named United Nations Arms Trade Treaty (UNATT) clearly, systematically and accurately. The research method used is a type of descriptive research with data sources obtained from books, journals, websites, and valid news. In this study, the author uses international regime noncompliance concept from Chayes & Chayes and national interests from Donald E. Nuechterlin. The results of this study indicate that there are a number of reasons that India has abstained from UNATT because several articles have objectives that are not in line with India’s national interests, which is national security. Two factors of international regime noncompliance namely ambiguity and state boundaries within the boundaries are indicators India chose to abstain from this agreement.
