Waste management that is not managed properly can damage ecosystems and disrupt the balance of nature, in this case Indonesia as the second country after China as the largest producer of plastic waste with an amount reaching 3.2 million tons/year. This is a big challenge for Indonesia to prioritize the sustainability aspect, because if not, it will cause more serious problems. This research aims to describe the reasons for Indonesia’s Environmental Support Program Phase 3 (ESP 3) cooperation with Denmark in Cilacap Regency, which is analyzed using the theory of environmentalism by Kate O’Neill. The results of this study indicate that the reasons for the Environmental Support Program Phase 3 (ESP 3) cooperation between Indonesia and Denmark in Cilacap Regency in the environmental field have two reasons that are the basis for Indonesia to cooperate with Denmark in Cilacap Regency. First, the development of human resources and RDF-based waste management technology. second, the transition to alternative energy for local cement factories. So that from these two reasons, it goes well with significant results.
