- Abstrak (max. 1600 huruf atau 250 kata): Turkey involved in the Syrian conflict by participating in the Syrian Peace Process. Turkey also initiated an agreement known as the Sochi Agreement regarding the Syrian conflict in 2018. The Sochi Agreement itself is part of the peace process for Syria which has been implemented since 2017. This article aims to explain the reason why Turkey initiated the Sochi Agreement in 2018 and used qualitative data analysis. The theory used in this research is decision making. The result of this research showed that the reason Turkey initiated the Sochi Agreement regarding the Syrian Conflict in 2018 was based on internal and external factor. Based on internal factor, the reason is the amount of Syrian refugees within Turkey caused financial problem, shaped poor sentiment and caused security issue in Turkish society. Based on external factor the reason is the existence of armed group that become an obstacle for Syrian peace proces.
