  • Abstrak (max. 1600 huruf atau 250 kata): The Nagorno-Karabakh conflict is a territory between the countries of Armenia and Azerbaijan based on the claims from both parties. The conflict escalated in 2016 then the conflict stopped after conflict resolution. However, the conflict heated up again in 2020. Therefore, it is estimated that this conflict will experience obstacles in resolving the conflict. This research used qualitative methods, and theory conflict resolution from Johan Galtung to explain the research questions. Obstacles to conflict resolution between Armenia-Azerbaijan is the objective condition of territorial integrity of Azerbaijan and Armenia refusing to recognize integrity until the signing of the second peace agreement, and the security dilemma and than subjective condition of obstacles especially the issue of political representative. And the last obstacles to the violation of the ceasefire that occurred between the both parties. This research indicate that conflict resolution efforts are still having problems so that the peace process to reach the peacemaking stage is difficult to achieve.
