  • Abstrak (max. 1600 huruf atau 250 kata): This research aims to provide an explanation of the implementation of the program Community Learning Center (CLC) as a result of collaboration between the governments of Indonesia and Malaysia in dealing with educational problems for the children of Indonesian migrant workers in Sabah . The research method used in compiling this thesis is descriptive, namely research that seeks to explain the implementation of the CLC program to fulfill the education rights of children of Indonesian migrant workers in Sabah. Data collection technique in this research using literature studies or references as well as direct interviews, and the types of data used are primary and secondary data. Analysis technique used qualitative analysis. The concept used is the concept of Implementation and the concept of education of children which helps the researcher in explaining the implementation of the CLC program and the fulfillment of the right to education of children in Sabah. The results of this study are implementation of CLC as a program of collaboration between the governments of Indonesia and Malaysia. Cooperation that has existed since 2011 implementation will be described until the year 2019 based on the thoughts of Merilee S. Grindle which is divided into three main elements, namely the program and program implementation, the implementer and the object of the cooperation program by looking at the rights of children’s education without discrimination and getting formal education fulfilled. Continued cooperation is evidenced by the existence of regular reports on CLC activities carried out by SIKK to the Malaysian Ministry of Education. With this ongoing collaboration, it can be seen that the Indonesian government, in this case the SIKK CLC Division, consistently carries out the cooperation program well.
