This research is a qualitative explanative research using secondary and primary data. The theory used in this research is the theory of decision making that will be a reference in explaining. The results show that in addressing the refugee crisis that occurred in Germany, based on internal factors derived from the rejection of German society and government while external factors from refugees and other countries became the reason for Germany to revoke privileges for refugees. Germany seeks to suppress the arrival of refugees His country. The revocation is also the way the government meets the demands of German society to reduce the coming of refugees who come continuously every year. Angela Merkel’s decision as a form of response to criticism and alienation of German society while maintaining its policy as a form of humanity towards refugees.
