Result of the study showed that people with disabilities were experiencing inequality in rights and job opportunites in Nusa Tenggara Timur in 2012-2015, this condition motivates Indonesia govermentto cooperate with the ILO to plan a PROPEL programme in Nusa Tenggara Timur and the programme is less than maximum in it’s application because of obstacle in the filed of communication coordination and socializing partners.
