  • Abstrak (max. 1600 huruf atau 250 kata): Russian rejection is a decision taken by Russia to veto the resolutions draft of UN Security Council towards civilian conflict in Syria. The aim of this study was to explain and describe about the reason of Russian rejection towards resolutions draft of UN Security Council of Syria punishment. The type of research is an explanatory. أونو The theory applied in this study is decision making theory and national interest concept to analyze the reasons of Russian rejection. لعبة دومينو للمحترفين اون لاين The study found that four draft which vetoed by Russia at the UN Security Council session, are motivatied by several factors. First, Syria is a Russian ally in the Middle East since the cold war era. Second, Russia felt had a mistake for their abstained when the resolution against Libya adopted by the UN Security Council in March 2011.   • Abstrak (max. 1600 huruf atau 250 kata): Global climate change becomes a very serious problem and requires special attention from all sides. The consequences of global climate change may threaten the survival of life on earth as a whole in the future. Referring to the problem, in 1994, the UN set up a cooperation forum known as the United Nations Framework Convention on Climate Change (UNFCCC). The UNFCCC is an international cooperation forum that discusses the handling of the problem of global climate change. Through this forum in COP3, it enters into an agreement in 1997 in Kyoto, Japan aims to organize and bind developed countries (Annex I) and developing countries (Annex II) to reducing emission levels collective. This agreement is called the Kyoto Protocol with three flexible mechanisms, namely JI, ET and CDM. One of the countries that must reduce the level of emissions is the country of Japan. Japan included in the category of Annex I have an obligation to reduce emissions by 6 percent in the country’s at first period (2008-2012). Japan using CDM scheme to reduce greenhouse gas emissions, who will cooperate between Annex I and Annex II. In this case Japan cooperate with China to reduce greenhouse gas emissions. This study discusses how the implementation of policy to reduce greenhouse gas emissions of Japan and Japan’s CDM policies limiting factor.

The method used in this thesis is descriptive. The technique of collecting data using interviews and a literature review, using a type of primary and secondary data. Data analysis technique used is qualitative analysis. These results indicate that the momentum in addressing the ASEAN Economic Community in 2015, Mulawarman University seeks to improve the quality of education in order to become a World Class University through the implementation of partnership programs with universities in Southeast Asia. Partnership is not only to strengthen the relationship between universities, also in order to become a benchmark standard of international education, as well as in the educational equivalency efforts in Southeast Asia. The forms of the partnership program aims to improve the quality of human resources and quality of higher education Mulawarman.

To overcome these problems, the Indonesian government has ratified the Nagoya Protocol through Act No.11 of 2013. In which, the flow of goods, services, investment, capital, and skilled labor are expected to be more frequents and borderless between any member country of ASEAN. Kalimantan Timur which is lies in Indonesia are expected to be one of the biggest market of all the country member, were face with challenges and also an opportunity, to make the fullest use of a borderless market created by AEC. Thus, this studies aims to understand the strategic plan of Kalimantan Timur in order to make the fullest use of AEC and to overcome the challenge. Results from these studies showed that the efforts that have been made by Kalimantan Timur governments are efficient and maximum. Various variable of improvement has been showed due to government policy.

  • Abstrak (max. 1600 huruf atau 250 kata): The rejection of South Korea to join the US missile defense system in East Asia is a form of South Korea’s decision not to join in the defense system which is influenced by the internal and external scope. The aim of this study is to explain factors and background which explains South Korea’s rejection on joining the missile defense. This problem is analyzed by using decision making theory. The type of research that used by the author is explanatory, the data presented are secondary which obtained by library research and the data analysis technique used is qualitative. The results of this research indicated that the factors which led South Korea’s refusal to join the US missile defense system in East Asia was based on internal and external factors. The internal factor is refusal of South Korea society who does not approve of South Korea to join the US missile defense system because it will be able to undermine all the goals, and national interest of South Korea, such as creating peace in the Korean Peninsula and Inter-Korean reunification. The external factor is the relationship between South Korea and China.
