This research uses a descriptive method which data are taken from books, journals, websites, and valid news. The author uses the concept of referendum and lobby.The results of this study indicate that the efforts of Puerto Rico to become a State of the United States are carried out in two ways, namely referendum and Lobby. In the case of the Puerto Rico referendum it took several years from 1967 until 2017.
